Vermont Cannabis: Where Craft Culture Meets Legislative History
On January 22, 2018, Vermont became the first state in America to legalize cannabis through its legislature — not a ballot initiative. Governor Phil Scott allowed H.511 to become law without his signature, but with a catch: no commercial sales. It took a second act (S.54 in 2020) and a 4-year gap before the first three stores opened on October 1, 2022. Today, 100+ retailers serve the Green Mountain State with VT-made craft cannabis and a farm-to-bowl identity unlike anywhere else.

Cannabis Across the Green Mountains
Burlington is the epicenter — home to Bern Gallery's "Dollar Doobies," Green State Gardener, and the densest dispensary cluster in the state. Southern Vermont serves the ski crowd and NH border traffic through Brattleboro, Bennington, and Manchester. Central Vermont runs through Montpelier (the smallest state capital with a dispensary), Waterbury (home of Zenbarn), and the Middlebury corridor.
Only 78 of 247 municipalities (32%) have opted in to allow retail cannabis sales. Town-by-town decisions mean dispensary deserts exist between clusters — plan your visits accordingly.
Mount Snow, Stratton, and Bromley sit on Green Mountain National Forest — federal land where cannabis is illegal. Killington, Stowe, and Sugarbush are on state land. Ski country details.
Vermont shares a 90-mile border with Canada. CBSA and CBP both treat cannabis as contraband. Never attempt to cross with any amount. Border warnings.
New Hampshire remains the only New England state without legal recreational cannabis. VT retailers near the NH border see heavy cross-border traffic. Don't carry cannabis back.
All cannabis consumption must occur on private property. $100 fine for first public use offense, $200 second, $500 subsequent. No consumption lounges exist yet. Consumption rules.

Craft Cannabis Capital of America
Vermont's cannabis market is built like its craft beer, artisan cheese, and maple syrup industries — small, local, and quality-obsessed. Of 362 cultivators, 74% hold Tier 1 small-scale licenses. The state generated $108.66 million in 2023, $139.24 million in 2024, and hit a record $13.64 million in a single month (August 2025). With 576 total licensees supporting 1,200+ jobs, Vermont proves that small can be mighty.
